Overview of 2023 POAG Executive Training Agenda at Hotel Tybee September 11th -13th 2023
Course title, content, and instructor qualifications regarding each class of the nine classes that will be offered for a total of 20 hours.
1.) Course Title: Contemporary legal topics: Significant case reviews managers and officers need to know.
Course Content: Dale Mann will prepare the executive or manager with new insights into the contextual realities of recent legal precedence in the courts that involve police administrative and operational decision making. He will present new case law that directly impacts the operational realities of policing in Georgia. This two (2) hour presentation is designed to provide heightened awareness to the executive regarding both criminal responsibilities and civil liabilities when making informed management decisions in the office or immediate responses on the streets.
Instructor Qualifications: Dale Mann is the retired director of the Georgia Public Safety Training Center and is adjunct professor at the Georgia Law Enforcement Command College. He is a long-time police trainer and POST certified instructor. Dale holds a master’s degree from the University of Georgia
2.) Course Title: Contemporary Politics in Law Enforcement Leadership
Course Content: This two (2) hour course is designed to provide the law enforcement executive with context in three major agency leadership areas.
First, managing the contemporary turbulence in the political landscape regarding policing and policy making in law enforcement administration and operations. Second, an overview of budget practices and behind the scenes reviews and evaluations to determine agency appropriations. Finally, an in-depth understanding in the innerworkings of the Georgia General Assembly as it pertains to participation in the support or opposition of pending laws. The course will provide the law enforcement executives with new perspectives and skillsets in their external responsibilities.
Instructor Qualifications: Senator Randy Robertson is a former police officer, graduate with a master’s degree from the Georgia Law Enforcement Command College. He sits on several major legislative committees that deal with agency head and command staff police interest, issues, and oversight.
3.) Course Title: The Aftermath of an Officer Involved Shooting: Looking After Your Officer
Course Content: This four (4) hour course focuses on the dynamics and concerns the executive will face when an officer is involved in a shooting incident. The class examines the event through the perspective of the officer as it relates to support and managing the uncertainties involved. The class is designed to provide the police executive with new insights and better skills regarding appropriate outreach and care for the officer while ensuring an independent and professional investigation for later review of the shooting.
Instructor Qualifications: Tim Rutledge is a retired Major from the Mississippi Bureau of Narcotics. He currently serves as the Director of Training for Regional Counter Drug Training Academy in Meridian, MS. Tim holds a Bachelor’s degree in Public Administration from the University of Mississippi. He has been awarded the Jefferson Cup by the International Critical Incident Stress Foundation for his work in peer support. In 2006, he received the Director’s Award, the agency’s highest award, for his work in the LEAPS alliance. LEAPS has assisted thousands of officers with potential suicides, critical incidents, job stress, financial survival, and family issues.
4.) Course Title: Best Practices Regarding Police Recruitment
Course Content: This course is based on current research Dr. Beach has been conducting specific to the utility and practical aspects of police recruitment. This two (2) hour class will provide the law enforcement executive with an evidence-based perspective regarding agency recruitment strategy and practices. The class will review and discuss current research and provide crucial insight into the critical issue police leaders face staffing their agencies.
Instructor Qualifications: Dr Butch Beach is retired deputy director of the Georgia Public Safety Training Center and is adjunct professor at the Georgia Law Enforcement Command College. He is a professor at Point Universities Criminal Justice Department.
5.) Course Title: Police Retention and Turnover
Course Content: This two (2) hour course is based on current research and practical aspects of the current trends in police retention and turnover. The class with provide the executive with the knowledge and skills to manage their agencies in a manner to improve leadership practice, employee roles and responsibilities, work life balance with salaries and benefits to mitigate, reduce, and prevent turnover.
Instructor Qualifications: Dwayne Orrick currently serves as the assistant executive director of the Georgia Association of Chiefs of Police. With over 43 years of experience, he served as police chief for 23 years. He is an FBI National Academy graduate and holds a Master of Public Administration from the University of Georgia. He is responsible for seminal work and research in the science of police retention and turnover and author of the benchmark book on the topic.
6.) Course Title: Evidence Based Policing: Command Staff Perspectives
Course Content: The concept of evidence-based policing posits that police practices should be based upon scientific evidence about what works best (Sherman, 1998). It suggests that the best evidence should be used to guide and evaluate police. This two (2) hour class examines the operational realities of evidence-based policing and its best practices when incorporated into policy and procedure by the executive into agency praxis. The class encourages police managers to use proven strategies and methods to improve crime control, community relations, and internal management within their respective agencies.
Instructor Qualifications: Dr. Renée J. Mitchell served in the Sacramento Police Department for 22 years and previously as a Senior Research Scientist with RTI International. She is now a Principal Research Scientist of Evidence Based Policing at Axon. She holds a BS in Psychology, a MA in Counseling Psychology, a MBA, a JD, and a PhD in Criminology from the University of Cambridge. She was a 2009/2010 Fulbright Police Research Fellow.
She has published her work in the Journal of Experimental Criminology, Justice Quarterly, and the Cambridge Journal of Evidence-Based Policing. Her books include Evidence Based Policing: An Introduction, Implementing Evidence-Based Research: A How to Guide for Police Organizations, and Twenty-One Mental Models That Can Change Policing: A Framework for Using Data and Research for Overcoming Cognitive Bias. Her Implementing Evidence-Based Research book recently won the American Society of Criminology, Division of Policing, Outstanding Book Award for 2022.
7.) Course Title: Executive Acumen in 1st Amendment Issues
Course Content: Officers, supervisors, managers, and executives throughout the country continue to be vulnerable to political and civil liability over legal ignorance or misunderstanding over the conflicts and turmoil that can be caused by the constitutional guarantees of the first amendment as it applies to police work. This two (2) hour class is designed to educate the police executive regarding the proper practices and policies to prevent, mitigate, and reduce agencies and community problems that involve first amendment incidents.
Instructor Qualifications: Tom B. Kirkbride is an attorney and principal with the Law Firm of Tom. B. Kirkbride. P.C., (Kirkbride Law). Tom has a juris doctorate (JD) from Atlanta’s John Marshal School of Law and a graduate of Command College at Columbus State University where he received a master’s degree in public administration. Tom represents many police agencies throughout Georgia.
8.) Course Title: Fundamentals of Community Engagement
Course Content: This two (2) hour course will help executives and their agencies build a solid foundation for community trust. The class will discuss local resources and operational aims designed to enhance the culture, policies, and practices that unite polices agencies with their communities. It will focus on trust and legitimacy between the agency and community. The class will provide police executives with realistic and proven skills to collaborate with stakeholders to develop better relationships and continuing oversight between their agency and the community.
Instructor Qualifications: Gary Chief Deputy Taylor is with the Chatham County Sheriff’s Office. He is the former director of training for the Savannah Chatham County Metropolitan Police Department.
9.) Course Title: Agency accountability, oversight, and transparency
Course Content: This two (2) hour class will focus on the important perspectives for executives regarding agency accountability, oversight, and transparency. The class will review strategy, policy, and praxis that ensure compliance with professional leadership practices. Proactive management techniques will be discussed along with responses to adverse incidents and events within the agency.
Instructor Qualifications: Vernon Keenan is retired Director of the Georgia Bureau of Investigation. He has a masters from the Georgia Law Enforcement Command College. He has chaired and sat on many committees with IACP regarding contemporary law enforcement management issues throughout the United States.
